So, living in an apartment for the first time i've met people who just don't know that there are others who live here as well. so, shopping cart lady pushes a cart (although against rules) around the complex. in front of the cart is her barking chiuahua off a leash (also against the rules). if you haven't heard a shopping cart rolling over asphalt with barking dog leading the way at 5 in the morning, it is more than disturbing. anyone know what to do about shopping cart lady and barking dog?
